Karen Rooney, CAN Coordinator for the Division for Learning Disabilities, provides brief reports for TeachingLD.org so that visitors can keep informed about important developments in policies affecting students with learning disabilities and their teachers. IDEA Reauthorization In Congress
The rumor on the Hill is the Senate Bill will be introduced in April; however, if the bill is not on the docket for discussion in April, no action may be taken until after the election.

DLD Policy Activities
DLD representatives recently participated in the LD Roundtable to discuss phrasing of proposed regulations describing who would participate in eligibility meetings and by what criteria they would determine whether a child has a learning disabilities. The LD Roundtable is an effort to develop consensus recommendations about regulations for identifying students who need special education because of learning disabilities. It is coordinated by the National Council for Learning Disabilities, funded by the Emily Hall Tremaine Foundation, and has representatives from groups with interests in LD including DLD, Council for Learning Disabilities, Learning Disabilities Association of America, International Dyslexia Association, National Association for the Education of African American Children with Learning Disabilities, International Reading Association, National Association of School Psychologists, and American Association for Speech and Hearing

DLD has also joined with the Learning Disabilities Association of America, the International Dyslexia Association, and the Council for Learning Disabilities to discuss what they would want to see in federal regulations related to all of IDEA. The group wants to show a united front on issues related to learning disabilities as well as provide concrete suggestions for regulatory language immediately after IDEA’s reauthorization.

What DLD Needs from You
Contact your local representatives to show support for comprehensive evaluations for identification of specific learning disabilities and to express concerns about the definition of teachers being highly qualified.
