MINUTES OF DLD ANNUAL BUSINESS MEETING
Grand America Hotel
Salt Lake City, Utah
April 6, 2006

Call to order 5:05 p.m.
President John Lloyd
Osborne moved to approve agenda. Marshall seconded.
Gerber moved to approve minutes. Marshall seconded. Minutes were approved.

Officer Reports
Lloyd mentioned that printed copies of reports are available. Each officer or committee chair will give brief summary.

President's Report
John Lloyd
DLD has had opportunity to make recommendations to federal government. on regulations and 2% rule. We reviewed constitution and bylaws.

Treasurer's Report
Kim Bright

Treasurer Bright highlighted items from her printed report. There is a proposed budget on the table and it is conservative. Taxes are filed and posted on web. Membership numbers are dropping significantly and we need to make up this loss in the budget.

Past President
Susan Osborne

As Chair of the Nominations and Elections Committee, Osborne reported that beginning July 1, 2006 Randi O'Connor is the new Vice President and Shannon Gormley is the new Secretary.

She thanked Lloyd as current President and presented him with a plaque. He renewed commitment to the existence of LD as a specific field and the role of DLD within CEC as well as making sure our voices of DLD are heard. With regard to the program for next year, we had fewer sessions submitted to DLD. She encouraged us to submit to DLD for next convention. Let Lloyd know if you are willing to serve as a reviewer for next year. Lloyd thanked Osborne for filling in and taking the lead on issues.

President Elect
Karen Rooney

In Charleston we did a focus group on CDs. We received excellent feedback and now we are contacting funding sources to see if this will take off. The CDs be easy for teachers to use. In terms of membership we are looking at partnering with other organizations (e.g., two members and attract members - be a part of both organizations). We would like to have a network, but a contact in each state to get information out quickly. We are excited about the San Francisco Conference. She is proud of the program and thankful to speakers who agreed to take their time.

She thanked Lloyd. She shadowed him and presented him with a card to "thank him for always making us reach higher".

Vice President
Kathleen Marshall

She reviewed constitution and bylaws and got input from committee chairs and tried to keep it updated. Attached to her report is a long list of changes to the constitution and bylaws which will be mailed to membership. She looked at changing responsibility of committee members. She helped come up with the Executive Director description. Also attached to her report is the new model of changes proposed to constitution. The description for Executive Director also is on the table. She is looking forward to shadowing Karen. Lloyd mentioned that some of the changes are minor, but others are substantive. Lloyd thanked Charlie Hughes for being Executive Director and doing all of this with good humor and "quiet and calm help".

Publications Reports
Mike Gerber

Welcome Charlie Hughes as new editor of Learning Disabilities Research & Practice (LDRP). Gerber had negotiations with Blackwell about library rates charged. Library costs have gone up 3 to 5 times that of the Consumer Price Index. We are proud of our journal and we would like to recognize some of the past editors of LDRP. At once there were two journals that were merged several years ago. Gerber invited Tom Scruggs and Margo Mastropieri to come up and receive plaques. Debbie Speece, who worked with Sharon Vaughn, received a plaque. Gerber thanked Joan Carlisle and Addison Stone who could not be present. We have overhauled the newsletter. There will be three regional editors: (a) Paul Morgan at Penn State is eastern editor. (b) June Zabo-Kifer is western editor.(c) Bill Therrien will be mid-western editor. We will re-inaugurate the Kirk award in San Francisco in November.

Research Committee
Margo Mastropieri

This committee has worked with Division of Research on the Alerts. We may have the Alerts come out in published format. The Outstanding Dissertation Award recipient is Kevin Miller who studied at the University of Virginia and now is at George Mason. Rick Brigham presented the dissertation award. Miller's dissertation examined keyword mnemonics and how many ideas can be conveyed. He also used clip art. He worked with a number of young men in a school in Buffalo. Brigham presented him with a plaque. Mastropieri mentioned that Miller is presenting in the student poster session for DLD.

Professional Development, Standards, and Ethics Committee
Pam Stecker

She read the names of her committee. One primary function is to work on CEC Standards for LD. We are finding evidence base for initial standards. A DLD - CLD workgroup has been formed for the Advanced Standards. She encouraged members to go to website to look for information about the awards to be given at the fall conference in San Francisco. A new award, Outstanding Educator in the Field, also will be presented in San Francisco as well as the Jeannette Fleischner Award for Outstanding Contribution to the Field of Learning Disabilities.. Tonight we will give the Award for Exemplary Programs of which Allyn and Bacon is the cosponsor. The recipient of that award is Morningside Academy in Seattle, WA who works with elementary and middle school level students with learning disabilities. They also have a Teacher's Academy (training for teachers), and consultation in the US and Canada. Their focus is on research validated practices. Virginia Lanigan, Allyn and Bacon's Executive Editor for Special Education spoke. She congratulated Joan, the principal of the Academy. Joan thanked DLD for all the work that we do.

Membership Chair
Elizabeth Parrett

Membership's main goal is to stabilize numbers as best as we can through regional and state contacts. If you have membership concerns or ideas, come to the meeting tomorrow. She would like to talk to officers with subdivisions. Osborne pointed out that the CEC decrease is Associate Memberships offered and those individuals tended not to renew. Continuing that is not in the interest of the organization. We put together a short membership newsletter.

Children and Youth Action Network (CAN)
Judy Englehard

If the membership approves CAN will change its names to Public Policy Committee. Many receive weekly CEC Public Policy Updates; She passed around a sheet for signup for those who did not receive them. Let her know if you do not wish to continue to receive the Updates. She urged people to read them. You can go to the CEC legislative center and put in your zip code that will take you to your officials. You can use CEC letter provided. Those come out weekly. Some updates are on TeachingLD.org. The IDEA 04 final regulations have not come out. They may be out at the end of summer or beginning of school. NCLB (ESA) will be reauthorized in 2007. We hope to have a presence at those meetings. Be on the alert for any meetings for NCLB. They may be held more after the 2008 election. When the IDEA 2004 Regulations do get published CEC will be conducting workshops throughout the country. This information will be posted on the web cite.

Cultural and Linguistic Diversity
Yvonne Bui

Bui had to leave early and was not present for her report. Lloyd mentioned that he will accompany the group to LD's concern about cultural and linguistic diversity. All Board members can be addressed at TeachingLD.org.

Lloyd mentioned that there are opportunities to talk about other items from the floor.

Hughes thanked DLD for experiences and opportunities for the seven years he has been involved. He is proud to be a part of it. He announced that the reception starts at 6:30 in Savoy room.

Closing Remarks
President John Lloyd

Lloyd indicated that LD is being diluted and watered down. He thinks it dilutes the construct. It mitigates the importance of LD. RTI - We would like to have powerful interventions in schools. We want to separate LD from instructional casualties. Lloyd mentioned that we have 20 slots in this conference, not the 50 as we once had. Overrepresentation of LD - All of these things make LD thought of as an ill thought concept. He sees it as providing services for those students who need them in school. LD was founded on the idea that you had to do things differently for some kids. LD has provided tremendous resources to kids with disabilities. (CBM, Strategy Training, Reading, work of Scruggs and Mastropieri). Those things have gone on to benefit a lot of people. He hopes that we can say, LD really is worth doing things for. Lloyd also gave the following thank yous. Thank you to Executive Director Hughes for his years of service. Thank you to Secretary Larkin who has volunteered to do other things. Thank you to Past President Osborne who is going on to greener pastures. He announced that registration for the San Francisco fall conference should be open. E-mail Lloyd at President@teachingld.org to let him know if you would like to be a reviewer for proposals.

Margo Mastropieri moved to adjourn at 5:49p.m. Daylee Upham seconded the motion to adjourn.
